REGION IV MINUTES
CHICAGO, ILL
FEBRUARY 24, 1999

Call to order

Darl Rose, Regional Director, called meeting to order at 8:30 a.m.

Introductions

Regional Director, Darl Rose made the introductions of the following individuals throughout the course of our meeting: Burton Haines and Dick Wilson of AYSO, Al Abeson- Executive Director USYS, Mike Haas-Coaching Coordinator and staff Coaches Carlos Juarez and Jan Smisek, Chairman of USYS- Virgil Lewis, Ellie Singer-Vice Chairman USYS, Brent Mangus- R-IV Boys ODP Administrator, Roy Smithers-Treasurer USYS, Evelyn McGill-Secretary USYS and Linda Kay Messenger-USYS Registrar.

Roll Call

In attendance were AK, AZ, CA, CS, CO, ID MT, NV NM, OR, UT, WA, WY, Sub-Regional Directors 4A and 4B, Treasurer, Secretary and Regional Director.

Voting strength: 55 at roll call. With the presence of HI noted at 8:45 voting increased to 57.

Approval of Minutes

Motion by NV/CS: to approve Portland minutes as submitted. Motion: Carried

Financial Report

Rick Freehan gave a brief run through of the accounts. Rick noted that the second two pages were for the office account and budget. He did not submit ODP and FWR accounts as they are on track.

Q: CS (Ray Horspool) Fixed Assets Deprecation Ans.: We are going through the National office for filing. Auditors have not had problems with the way we are doing it and I prefer not making changes unless necessary.

Directors’ Report

Highlights of events attended: Idaho’s soccer fair; Oregon’s AGM; Calif. for their equipment show; the First International Sun Bowl ODP Event held in Tampa; ODP Coaches Symposium in Phoenix – this is a major event and it went very well. I see plans for enlarging this event in the future. San Francisco for board meeting in conjunction with Women’s World Cup draw. First adidas Cup for Women held in Orlando with Germany, China, Japan and Sweden in attendance. Superb event.

Region IV Office is moving into new complex on the 8th of March. Please stop by if you get into Las Vegas. New address is: 5650 West Charleston Blvd. # 13 Las Vegas, NV 89146 Phone numbers will remain the same.

Made a site visit into Oakland, the host of the Region IV 1999 Fall Workshop. I think you will be pleased with the site. Sport Pins is a great support to the region with its sponsorship. We thank them for everything they do on behalf of the region.

Any president wanting to serve as HOD (Head of Delegation) for events should step forward. Brent Davis (AZ) is going to Germany, Ron Cooke is going to Costa Rica with the boys and then to Germany with the girls. I will take the second group of boys going to Costa Rica. Will assist Brent with ODP Tour to Argentina.

We should be very proud of what is happening in the world of soccer. Keep up the good work.

Check out the Region IV web site. It has lots of new and interesting things there.

I am doing a lot of work via email.

Activities of the Regional Director keep increasing. Soccer is becoming a big business seven days a week operation.

 There are two items that I would like discuss:

  1. The region must have a planning retreat. This meeting could take place the last week in August after the AGM or the first week in September. We will bring in the administrators of ODP, CUP and the Sub-Regional Directors to participate with the president for a long and short term plan for the Region.
    • Suggested by CA (J. Allen) that the time suggested is not in best interest of states as this is a very important and busy time for states; alternate time of early spring or late fall was given by AZ (B.Daviis) and UT (D. Doty).
    • This is strictly a planning meeting with the Region covering rooms and meals.
    • Q from NM (J. Mossman) is or will this replace the Presidents meeting? Ans.: No, if you wish to have a Presidents meeting you may do so on your own as it is not considered a Region IV event.
  1. ODP Symposium be expanded to include a Referee symposium and the new ODP adidas Cup.

OLD BUSINESS

  1. 1999 FWR-CS (R.Horspool) indicated that several individuals were handing out packets for 1999 Regional.
  2. Web site for San Bernardino is: Svsoccercomplex@.com which will link with Region IV site. Directions for facilities, hotels and points of interest are included. "It is difficult to determine where teams are staying, so please let us know. We are trying to track teams coming to San Bernardino. We have some things going with Disney World, San Diego Zoo and other sites and are trying to put together packets for teams. If anyone is interested in Women’s World Cup tickets please let our office know immediately. Ticket cost of $10.00 for double header to be held in Rose Bowl."

  3. ODP Budget-Ron Cooke
  4. Telephone conference was held in December to discuss this issue and there was a lack of support. We brought the issue up at the Presidents meeting in January for another discussion and again there was lack of support.

    Motion to adjust Girls budget to include pay for administrative staff for events. Motion:Failed

    Motion CO/NV: to approve girls ODP Budget as submitted in Portland. Motion:Carried

  5. FWR Format Changes-Tom Mendoth
  6. Based on discussion within the Cup forum in Portland, in which 13 states participated, I was requested to submit a rule changes on allowing ties to stand and changing/eliminating opening ceremonies.

    Motion CA/NV: to allow ties to stand Motion: Failed

    Motion NV/ID: that opening ceremonies be held as an option to host state with approval of Cup

    Committee Chairman. Motion:Carried

  7. 1999 Fall Workshop-CA (J.Allen) Located in downtown Oakland, the Marriott Hotel on 10th Street is a 15 minute ride from the airport. There are several modes of transportation to/from the hotel /airport.

A series of events will be planned with this in mind. Dates: October 8-11th.

NEW BUSINESS

Rick Kay, President of ID issued a formal withdrawal to host the 2000 FWR Tournament in Boise due to lack support from area hotels. Rick did offer that if a split site was to become an option that ID would be glad to host with Oregon.

  1. Bids for FWR 2000+
  1. CA (J.Allen) proposed that Regional Tournament be granted on a two year cycle, to allow benefit of financial resources, starting with 2000 and 2001 and held in CA.
  2. CS (R.Horspool) proposed that it be allowed to host in 2000 for the second year of two year cycle.
  3. NM (J. Mossman) proposed that NM host the 2000 FWR at the Southwest Soccer Complex in Bernalillo. A promise of 400 planted trees would help with shade. Brad Hays a former president of NMYSA and Mr. Keith Arnold from the Albuquerque Visitors Bureau made a proposal including number of hotels available and the willingness of the city to support the tournament. Carol Rhodes has offered to serve on the steering committee for 2000/2001. This event should become revenue neutral.

Motion for CA to host two years starting 2000/2001. Motion:Failed 29/28

Motion for CS to host FWR 2000 at San Bernardino as the second year in cycle. Motion:Failed

Motion for CN to host FWR 2000. Motion Carried

Motion for NM to host FWR 2001. Motion:Carried

  1. Opening Ceremonies-There will be NO opening ceremonies for 1999 FWR due to World Cup games.
  2. Motion NV/UT: allow host state to have the flexability of an opening ceremonies as an optional

    event. MT: amend to allow with approval of FWR Cup Chairman. Motion as amended: Carried

  3. Bids to host Fall Workshop 2000+

Motion for NM to host Workshop in 2000. Motion CN/UT:Carried

Motion for CS to host Workshop in 2001in San Diego. Motion CN/UT:Carried

Good of the Game

Each state president was given an opportunity to introduce members of their board or individuals from their state and give a brief report on years activities.
